Previously we had to sign out and sign in (not log in and out) for those of us Touches with contacts showing as off-line, though they were on. This was a workaround.
Quite substantial blame was put on CE-star, but found this over at HTC Europe's website, so whether or not CE-Star served as a catalyst or was the reason, we may never know. Now at long last the solution.

Installation instructions
Follow the instructions below to download and install the patch on your device:
1. Make sure you have Microsoft ActiveSync® installed on your Windows XP PC or Windows Mobile Device Center on your Windows Vista® PC. You can find Microsoft ActiveSync from this link or Windows Mobile Device Center from this link.
2. Connect and synchronize your device with your PC via Microsoft ActiveSync® or Windows Mobile Device Center using the USB cable.
3. To download the patch, first select the check box below. Next, select the patch and the desired FTP site then click Download.
4. Copy the patch, which is a exe file, to your device.
