Can I have a Hardware button assigned to Toggle Bluetooth On and off
I am using a O2 ATOM

yes you can,
you can use a shareware called ae button plus, which gives you more button maps and a builtin bluetooth toggling function

a freeware called vjvolubilis, which gives you a shortcut on bluetooth toggling. After which just remap a button with this shortcut.
