I realized there are several items in my TODAY items won't allow me to move up or down. The "Move Up", "Move Down" and "Option" button are grey. Anyway to configure it so that I can move them? Thanks!

You can try your luck with "Order" value in one of the subkeys under HKLM\Software\Microsoft\Today\Items.

Sorry ... but just remember isn't there an utility that would allow us to force the positioning of the TODAY items? Was it SK Tools, Memmaid or Pocket Mechanic?

Is a registry tweak. You can use PHM Registry Editor to do your tweaking.
